Development of qualification framework in meteorology (QualiMet)

The project aims to continue the reform of the system of higher education and qualification in the area of hydrometeorology in the Russian Federation to better meet the high and ever changing demands in meteorologal science and profession and to comply with the best international practice. Its specific goal is the development of internationally unified framework of qualifications in meteorology (QualiMet), setting a system of recognition and award of qualifications up to Doctoral level based on standards of knowledge, skill and competence acquired by learners.

The project is designed for 3 years and addresses the following specific objectives:

  1. To develop standards of knowledge, skills and competences for all qualifications up to Doctoral level needed in all possible occupations a meteorology learner can undertake, by July 2011.
  2. To develop reciprocally recognized rubrics, criteria, methods and tools for assessing the compliance with the developed standards (quality assurance), by July 2012.
  3. To set the network of Centers of Excellence as a primary designer of sample education programs and learning experiences, both in traditional and distant setting of delivery, leading to achievement of the developed standards, by December 2012.
  4. To set a system of mutual international recognition and award of qualifications in meteorology based on the developed procedures, by December 2012.

The project is led by the University of Helsinki with EU partners from Denmark (University of Copenhagen), Estonia (University of Tartu) and Italy (National Agency for New Technologies, Energy and Sustainable Economic Development, ENEA), while the Russian State Hydrometeorological University (RSHU), Academic Association of the Russian universities in the area of hydrometeorology (AAU), Roshydromet Advanced Training Institute (ATI), non-profit organization "Meteoagency of Roshydromet", Tver State University, Odessa State Environmental University (OSENU), Taurida National V.I. Vernadsky University (TNU) and Lomonosov Moscow State University (MSU; represented by two groups: Faculty of Geography in Moscow, Russia, and MSU Black Sea Branch in Sevastopol, Ukraine) act as the beneficiary institutions.
